Layers希望通过这种有趣的服务，让浏览网页的用户有机会充分表达，或者说展示自己的观点，其本质上是一个浏览器插件，用户打开任何网页的时候，能够通过文字、图片、视频等各种形式创建新的图层，然后将其置顶到这些网页的顶部。
网站功能除了通过新图层来表达自己的观点和想法外，用户还可以通过Layers与朋友等进行分享，充分地展示自己的观点和看法。通过Layers网站，在自己浏览各类网页的时候，留下足迹，然后做成一个“网页批注册”。
